"Biodefense and Pandemic Vaccine and Drug Development Act of 2005"

 

In late 2005, at the hight of the Avian Flu Pandemic scare, the United States Senate recieved the bill S.1873R - the Biomedical Advanced Research & Development Bill. Four years into the "War on Terror" this bill made the proposal to form a new secret federal agency dedicated to covert vaccine and drug development. This was deemed necessary for the national security in order to protect the US from bio-terrorism attacks and also potential natural disease pandemics.

The only modern day case of bioterrorism in the United States was in the post 9/11 build up to the invasion of Iraq. In this case Anthrax was sent to politicians via the US postal service and the blamed was laid firmly with Saddam Hussain by the news media. When it was discovered that the Anthrax was in fact a strain traced to the US Military the story disappeared from the media.

In light of the revelations that the perpetrators of 9/11 may well be US Government insiders (possibly affiliated to the secret societies in some way) then the United States citizenry would seem to have more to fear from BARDA in the form of State Sponsored Bioterrorism than it does from the mythical Al Quaeda and Osama Bin Ladin. The possibility that BARDA might be tasked with covert vaccination and medication of the population is a real concern. The industries responsible for the drug and vaccine development have been cleared of any liability for problems encountered due to the safety and efficacy of their products in advance of their development - and also with additional security of being completely exempt from the Freedom of Information Act (FOIA) provisions.
